Data Security And User Privacy In Digital Library Environment : Emerging Issues, Challenges And Strategies

Abstract

In Today's Times When The Conventional Libraries Are Being Replaced By Digitally Connected Service Environments, The Increase Of Collection, Processing, Storage, Analysis And Sharing Of User Information Has Expanded Beyond Imagination. Accessibility And Resource Discovery And Personalisation Has Improved Through Integrated Library Management Systems, Institutional Repositories, Licensed Electronic Databases, Cloud Systems, Remote Authentication Services, Mobile Apps, Radio-frequency Identification, IoT (Internet Of Things), Artificial Intelligence, Machine Learning, And Third-Party Vendors. The Same Infrastructure Has Also Been Accompanied By Heightened Risks For Excessive Data Collection, Behavioural Data Profiling, Unauthorised Access, Vendor Exposure And Inadvertent Exposure Due To Ransomware And Other Types Of Data Breaches. A Fundamental Point Of This Paper Is That The Security Of Data And The Privacy Of Users Should Be Considered As Two Sides Of The Same Coin In The Context Of The Modern Digital-library Environment, Not As A Technical Information-technology Concern. It Is A Descriptive And Analytical Literature-based Design, Which Has Created A Synthesis Of Peer-reviewed Research Articles And Professional Standards/legal Instruments Published Predominantly In The Period 2014 To 2026 In Library And Information Science Fields. The Analysis Reveals That The Protection Of Privacy Has A Technological, Organisational, Policy, Legal And Ethical Dimension, Based On Intellectual Freedom, User Confidentiality And Trust. Legacy Systems, Incomplete Third Party Access Controls And Under-investment Have Been Documented And Seen To Act As The Vector That Turns A Cybersecurity Risk Into The Collapse Of A Service Or Confidentiality Harm, Such As The 2023 Attack On The British Library By The Rhysida Ransomware. An Original Conceptual Model, The Integrated Data Security And User Privacy Framework For Digital Libraries (IDSUP-DL), And Multi-layered Technical, Privacy, Organisational And Human Strategies Are Presented. The Framework Is A Proposal Based On Literature And Has Not Been Validated Through Empirical Data.
